Org. Setting and Reporting

This position is part of the logistics team of the Department of Safety and Security (DSS) collocated with UNGSC at Brindisi.

The Logistics Assistant will work under the direct supervision of the DSS Logistics Operations Officer and the overall guidance of the Senior Finance and Budget Officer in the Executive Office of DSS.

Responsibilities

Within delegated authority, the Logistics Assistant will be responsible for the following duties :

SUPPLY :

  • Supports more senior staff with respect to all aspects of major services contracts.
  • Maintains database used by DSS field missions to monitor mission specific and Systems Contracts reports.
  • Acts as focal point for the production of field mission cost estimates.
  • Controls and manages supply related items requisitioning and delivery.
  • Records contract actions and monitors activity. This includes coordinating with missions on delivery schedules, follow-up and receipt of Receiving and Inspection (R&I) Reports, verification of invoices against R&I reports, recording contract status at all stages of processes.
  • Actions warehouse transactions in Umoja, including movements in / out warehouse, data cleansing and changing storage locations.
  • Conducts regular and ad-hoc stock counting and physical inventory of DSS property under the Unit's responsibility; monitors stock levels and the expiry dates / shelf life of goods and advises in accordance with the replenishment requirements.
  • Manages and maintains records of the procurement thresholds set for each contract.
  • Initiates requisitions when required, records deliveries, progressive funding and expenditures, liaises with DSS field offices on receipts and associated actions.
  • TRANSPORT :

  • Manages and maintains records of the direct provisioning process.
  • Manages and coordinates shipments including customs clearance, specifying carriers, routes of movement, transit times, service levels.
  • Assists in the execution of technical evaluations for long and short-term contracts.
  • Establishes and maintains relevant reference library.
  • Ensures that dangerous goods are transported in accordance with the applicable International Dangerous Goods regulations.
  • Co-ordinates with DSS Field offices on spare parts consumption rates and usage patterns.
  • GENERAL :

  • Prepares requisitions and enters data to initiate requisition process. Provides updates of requisition status on a regular basis.
  • Coordinates with DSS field offices on requisitions, shipping and delivery, and assets management.
  • Reviews cost estimates for input into budget formulation.
  • Monitors budget estimates and reports on funding allocations.
  • Maintains, updates and ensures accuracy and completeness of computer database recording requisition details, purchase orders, delivery and invoice actions.
  • Prepares relevant Letters of Assistance (LOAs) and obtains the funding certification.
  • Assists with the preparation of presentations to the Headquarters Committee on Contracts for LCC supply and transport / vehicle related procurement action beyond the financial delegation of missions.
  • Familiarizes new staff with respect to work requirements and applicable UN guidelines and office procedures.
  • Performs other duties as required.

    Education

    High school diploma or equivalent.

    Work Experience

    Minimum of five years of working experience in Supply Chain, Logistics, or related areas is required.

  • Experience in performing Supply Chain activities in an ERP (SAP) is desirable.
  • Experience working with dangerous goods is desirable.
  • Experience within the UN common system or other similar international organization is desirable.
  • Languages

    English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required.

    Assessment

    Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

    Special Notice

    This position is subject to local recruitment pursuant to staff rule 4.4 of the United Nations Staff Rules. All staff in the General Service and related categories shall be recruited in the country or within commuting distance of each office, irrespective of their nationality and of the length of time they may have been in the country.

    Applicants who are Italian nationals or nationals of a member state of the European Union need to upload a copy of their national passport.

    Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Service category in the United Nations Secretariat.

    Having passed the Administrative Assessment Support Test (ASAT) in English at Headquarters, ECA, ESCWA, UNOG, UNOV, ICTR, or ICTY may be recognized in place of the GGST, pending confirmation of validity.

    A staff member subject to local recruitment shall not be eligible for the allowances or benefits exclusively applicable to international recruitment.
