This position is located in the Commander, Navy Region Europe, Africa and Central (EURAFCENT), Non-Appropriated Fund (NAF) Regional Business office (NRBO).
Advises / assists on standard methods of dealing with poor work performance or behavior problems ranging from reprimands for misconduct through more serious matters as discrimination, fraud, alcoholism, drug abuse and mental illness.
Advises on regulatory and other requirements to be considered in effecting disciplinary and / or performance based actions, removals, suspensions, and / or in resolving grievances / appeals.
Assists in preparing and / or prepares necessary correspondence / documentation. Counsels employees in correcting work deficiencies and establishing constructive work habits.
Provides information on employee rights / obligations. Provides advice / assistance on the processes / procedures of the Incentive Awards Program, and / or other productivity measurement and improvement programs.
Reviews such actions as performance elements and standards, awards and suggestions for regulatory compliance and support of organization work goals.
Provides information and assistance involving activity performance management and evaluation program(s). Distributes, collects, logs, etc.
performance appraisals. Reviews documents for required information, e.g., proper signatures, time periods, required elements and standards summary rating, and justification and supporting documentation for less than satisfactory ratings, including Letter of Caution, performance improvement plan, or other administrative action as appropriate.
Primarily responsible for implementation and maintenance of Individual Development Plans (IDP) for all employees. Coordinates with appropriated fund (APF) Human Resources Office (HRO) and Human Resources Service Center (HRSC) to support managers and supervisors in understanding and meeting APF requirements for National Security Personnel System (NSPS), including training.
Manages employee benefits programs : i.e. Group Health, Dental & Life insurance, 401(K) Savings Plan, Group Retirement Plan, Workers’ Compensation, and Leave Programs.
Conducts research and identifies / explains complicated and in depth employee benefit issues such as workers’ compensation process and insurance benefits coverage.
Corresponds with third party administrator and / or headquarters representatives on workers’ compensation and benefits issues.
Maintains a high degree of contact with employees and provides advice / assistance to employees regarding employee benefit problems / issues.
Assists customers / associates, and communicates positively in a courteous and considerate manner. Alerts the higher-level supervisor or proper point of contact for help when problems arise.
Provides position management / classification support. Applies a thorough understanding of classification principles, and concepts to interpret and adapt classification standards / guides to secure sound classification on positions.
Advises managers on the position classification process, and the use of various classification references and automated tools.
and relate position classification to the management process and other HR programs. Determines the correct classification by comparison to existing standards related to the work, and prepares necessary evaluation statements.
Explains the standards, classification decisions, impact of designated duties on classification, and complaint and appeal procedures to employees, supervisors and operating officials or managers.
Advises management on recruitment strategies, sources and special programs, recruitment, relocation, and retention incentive programs.
Provides guidance on merit system principles, prohibited personnel practices, and the development and use of valid selection criteria.
Assists in developing short and long range staffing plans to meet mission requirements, human capital loses, and changes in critical competencies.
Reviews past recruitment practices and local labor market conditions to advice on future staffing strategies. Advises management on a wide range of staffing issues such as workforce shaping / reduction-in-force, special placement programs, recruitment methods, and special pay incentives.
Writes vacancy announcements and produces referral lists. Screens requests for personnel action and related documents for completeness / accuracy, obtaining additional information as necessary.
Ensures priority consideration programs are utilized. Verifies employment eligibility, qualifications, and salary determinations and sets pay.
Answers employment inquiries, Incumbent is expected to manage and maintain full visibility over all SF-52 from cradle to grave, and provide advise / assistance in all stages of the recruitment process.
Occasional travel - less than 10% may be required
Conditions of Employment
Demonstrated knowledge and experience in Human Resources in applying personnel concepts, practices, laws, policies, rules, regulation, precedents, and procedures to perform a variety of routine and complex assignments including employee relations, staffing and recruitment.
Familiarity with federal employment practices through military service, civilian service, NAF or government contract experience.
Basic understanding of primary Windows and Microsoft Office applications (i.e. Word, Excel, PowerPoint). Knowledge of NAF organizations.
Experience with automated application and personnel databases desired.
Ability to efficiently and effectively carry out new and continuing personnel projects and programs through appropriate application of principles, concepts and techniques to meet the specific needs of management and employees.
Skill in written and oral communication sufficient to prepare and present oral and written findings and recommend specific action(s), and / or provide program training, and / or assist in preparing instructions.
Ability to establish and maintain effective relationships with and gain the cooperation of supervisors, employees and managers.
AND one of the following :
Current professional HR certification (PHR, SPHR, SHRM, etc.); or
A two-year degree or higher in business, human resources, or a similar field of study; or
At least 2 additional years of HR experience.
