For the EU Commission in Brussels we are looking for a Technology Expert with at least 9 years of relevant work experience.
Design and implementation of reports constructed with JasperReports. This is to allow access to data collected by the JRC under the DCF Regulation and stored inside PostgreSQL relational databases.
The objective of these reports is to enable authorized Commission officials (from outside the JRC scientific network) to monitor fisheries data flows related to data submissions by Member States in real time.
These data are stored in JRC databases.
Analysis and Data Integration
Future data exchange formats and new fisheries data integration requirements : Analysis of impact and technical feasibility of aligning the JRC data uploading facilities with the exchange format adopted by Eurostat for fisheries data (SDMX format).
Tests with the different types of data (biological, effort and catches, economic) submitted by Member States to JRC in the framework of the Data Collection Regulation.
Estimation of time and effort for the migration. In addition, JRC is part of a conceptual schema of fisheries data flows together with other entities like DG MARE, and the Member States.
If DG MARE requires changes to the ways JRC receives data to make them compatible with new practices by DG MARE (its Data Integration Unit), these issues will be tackled under this task.
It will most probably require feasibility analysis, data modelling, DB design, ETL and prototyping work.
Fisheries Dependent Information Data
Develop or enhance a test software module to allow users to connect directly to JRC PostgreSQL databases from the Excel based Data Validation pilot tool already developed by JRC for use by
Member States to submit their data. Test and debug the web application developed by JRC for uploading effort management data through the JRC Data Collection website for data submitted by Member States.
Assistance with deployment of the application under the Liferay environment and performance tuning for queries to the effort databases in PostgreSQL.
Design appropriate interfaces to retrieve and make available to authorized external users datasets of effort data according to the different needs of users (stakeholders and scientists from different EU sea basins, authorities or Commission officials).
Geovisualisation of genetic and other data
Design (in Liferay) of interfaces to genetic databases (in PostgreSQL) held by JRC.
Communication between geovisualization interface and backend databases (developed using the OpenGeo stack) E.g. for the GIS navigation tool in FP7 project AquaTrace, a feature that allows interested parties to follow the project's sampling progress and view the genetic data.
Support to IT-infrastructure related security assessments and reporting, as well as engagement with the relevant JRC IT-security instances.
New release of Liferay
Deployment to production, configuration and maintenance of new releases of the content management system Liferay. Migration of portals, to the new versions.
Knowledge and skills
